Eligibility is based on verified residence and physical location. A VPN, proxy, false address, or location masking does not make an otherwise restricted person or location eligible.

How the directory is governed

OFAC + U.S. futures access + actual provider availability.

OFAC does not publish one universal list of banned countries; some sanctions are broad and others target specific people, entities, governments, activities, or regions. CME Rule 543 separately bars sanctioned parties and comprehensively sanctioned jurisdictions from direct or indirect exchange access. Black Vault therefore combines location status with restricted-party screening and the actual WealthCharts/CME market-data path. NYSE access is not the product gate because Black Vault does not offer securities accounts.
